Dwellings, places and participants are not the same thing
Published SDA figures are frequently inconsistent because three distinct measures are reported interchangeably. Comparing a dwelling count against a place count, or a funded participant against a resident participant, produces figures that appear to contradict each other when they are simply measuring different things.

| Enrolled dwelling | A physical property enrolled with the NDIA as Specialist Disability Accommodation. One dwelling typically contains more than one resident place. |
| Resident place | An individual participant position within an enrolled dwelling. Place counts are therefore higher than dwelling counts. |
| Participant with SDA funding | A person whose NDIS plan includes approved SDA funding. Approval does not mean the person is currently living in an SDA dwelling. |
| Participant living in SDA | A person actually residing in an enrolled SDA dwelling. |
The gap between the last two matters commercially. As at Q3 2025-26, 25,633 participants held SDA funding but only 16,263 were living in SDA — leaving 9,370 participants with approved funding they were not using. From Q4 2024-25 the NDIA began reporting this cohort separately as “eligible, not yet using SDA”, which means participant figures before and after that change are not directly comparable.

All dwelling, participant and funding figures on this page are drawn from NDIS Supplement P — Specialist Disability Accommodation, the NDIA’s quarterly public dataset. The most recent period used is Q3 2025-26, with data as at 31 March 2026. Historical comparisons use Q4 2022-23 as the baseline, being the earliest period with consistent Supplement P coverage for these measures.
